Is it normal to behave like it, or is it a defunct ? or refurb

You might wanna go through the manufactures first to see if its just a trouble shooting kind of issue if not you have two options. 1 return it back to Costco.com you just contact them and they can ship you out a return package slip for free, and they’ll be able to credit back your card however you paid. Option number 2 is return it to your nearest Costco be sure to have your receipt with you NOT THE PACKAGING SLIP that came with the product, when you purchased the item there is a page that says print out this page as your receipt, but anyways also make sure that you have all the merchandise it came with plugs brochures etc. the only way that at the Costco level can you credit card be credited back is if you used an amex card cause at the warehouse level the only credit card Costco accepts is amex if you used a visa etc. card they’d have to give you cash or a Costco cash card they cant credit back anything else.
